According to the Federal Department of Labor, notices need to be given to your employees by October 1st, 2013 that informs them employees about the existence of "Exchanges" that were created from the Affordable Care Act. There should also be information in your notice about how your employees could potentially receive premium tax credits if they purchase their health insurance through an Exchange. This information needs to be distributed to employees regardless if health insurance is currently being offered to the employees.
